• Agent prompts specify deliverables, evidence and scope; agents choose their working methods.
• The factory owns assignments, accepted records, permissions, lifecycle and durable handoffs.
• Engine tools own execution and internal optimizations behind their report interface.
• Claims and constraints have one home in the versioned brief. Other outputs reference them.
• Evidence is bound to its exact inputs and scope. A change of worker alone does not invalidate it.
• Independent review and exact-code integration evidence precede every maintainer-approved merge.
• Missing prerequisites have an owner and a wake-up condition. Unchanged work is not retried indefinitely.
